This is the final year of China's 13th Five-Year Plan -- a top-level policy blueprint for 2016 to 2020. The government says it has already completed many of the targets it set in 2015. One sector which saw significant advancements was transport and that's where our focus will be today. We'll start off with improvements made in the Beijing-Tianjin-Hebei region. Ning Hong has the story.

New land, new opportunities.

A group of scientists and IT engineers are trying to use block-chain technology to help with the development of Xiong'an New Area.

They are working to establish an open platform, allowing users to have access to block-chain technology.

LI JUN Head of Xiong'an Blockchain Lab "A lot of people want to be here. They are very talented and have new ideas. The basic infrastructure and living conditions may improve fast, but the atmosphere is more important."

Nearly three years after its establishment, Xiong'an New Area is now entering a new stage. Massive construction is underway and many people have already moved there. Zhou Xianhui is the manager of a local branch of a scientific and technological incubator in Beijing. He is helping tech companies to settle down in Xiong'an.

ZHOU XIANHUI Business Development Director TusPark Business Incubator Co., Ltd. "It's a new city, a city of the future. So money and technology keeps flowing in. Even during the construction process, there is need for new technologies. And most of our companies have mature and applicable technologies."
